I don't think so, but I'm certainly not sure. Maybe someone else who uses it.

Couldn't possibly include taxes as those vary according to the buyer's location.

Indeed, and private sellers don't need to charge taxes either.
You should assume the prices are before taxes and any other charges, like shipping, etc.
