25 cent Whitman folder question

The following dates are omitted in Whitman's 25-cent blue folders:
1992 Caribou
1997
1998
1999 Caribou
2000 Caribou
2003 Canada Day
At first I thought it was flawed design; so may quarters to list that they forgot a few. But it looks like most (all?) of these were not issued for circulation. Is that right?
