Yes, that is a "fat" or large 4, not really easy find, but not rare. Your coin has surface corrosion/contamination with the green stuff. If you have any other large cents that are common, trying cleaning one of them to see if it affects the color or surface of the coin. You can gently wash your coin in water (distilled best) but tap water OK. Or you can try gently using a soft cotton Q-tip with and under the water. You can't remove the hardened stuff from the top, but oily green may come off. Under the green, you may have surface contamination, maybe even shallow pits or uneveness to the surface .... or it may be smooth. If nothing else works then you may be able to use short soaks in acetone, but acetone may change the color. After all done, a very minor dab/gentle rub with a soft cotton cloth very slightly dampened with extra virgin olive oil may take any dullness away, but don't have any "standing" oil.

Wear-wise you're a VF-20, maybe 25

Thanks for the information. I know its not the best looking coin but I though it was maybe a fat 4. Which I don't have.
