Can't be positive from the photos, but it does look like the pattern of a fingerprint across your coin that is developing. Likely unseen when done, but coming out now that time has passed. It is unclear from your post if you think this is an uncirculated coin. Clearly some uncirculated coins have a good rating despite a fingerprint, but it depends on the location and what it could do for the look. For a buyer, they might consider the coin to have been damaged, influencing the value you could get. At best an acid dip could remove it, or at worst leave the print and alter your coin colour - which is pretty likely.

There's pretty good wear on the coin, in addition to the marks/environmental damage. I wouldn't expect mush extra value at all. It's a little above the 10 for a dollar jar, but not much.
