Die chips on 1964 1 cent coins

Hi all, again. I have a roll of 1964 1 cent coins I have been going through. The majority of the roll, besides having machine doubling, seems to have a die chip in the 9 of 1964. Also, all the coins that have a bad nine, also have a very poorly struck 4. Here are a couple photos, of a good coin and one with a bad nine. Is this actually a die chip or something else. Your help is appreciated. Thank you.
