I found this 1999 Polar Bear, coin roll hunting. This website indicates 117,318 coins minted so I assume they were never circulated?
It has been well circulated but I decided to put it in a flip and hang onto it anyway because of the lower mintage.

what do you mean never circulated? When the coins are minted, some go into the mint sets, but almost all are sent out for circulation - some get picked up fast from banks, or dealers, but most do end up in circulation.

I wrote "I assume they were never circulated" because this website usually states "was originally struck for PL and SP products, therefore not intended for circulation" like the 1997,1998,1999, 2000 and 2001 loonies.
Since I posted this I checked the Royal Canadian Mint website and it confirmed they were not intended for circulation.
"In 1999, the Polar Bear design appeared only in a limited number of special coin sets produced for the collector market."

Hi! You can still find some in circulation, if lucky! People break sets. Found a 25 cents 1998 W coin roll hunting a while a ago
